English Learner Master Plan

English Learner Master Plan

The primary purpose of the Sylvan Union School District English Learner Master Plan is to provide a clear statement of policies related to the development, implementation, and evaluation of English learner programs and services. The Master Plan also provides specific procedural guidelines for the identification, assessment, and placement of students; reclassification of students; notification and involvement of parents; the formation and functioning of the District English Learner Advisory Committee and site English Learner Advisory Committees; the annual evaluation of English learner programs; and the use of state and federal funds for English learner programs and services. We do this to:

  • Ensure that English learners will achieve English language proficiency as quickly as possible.

  • Promote the academic success of English learners.

  • Develop cross-cultural awareness, appreciation of one’s own culture and language, and enhance positive self-esteem of English learners.

  • Train instructional personnel to implement effective instructional programs and teaching strategies for English learners.

  • Increase the level of parent and community awareness, involvement, and support in meeting the educational needs of English learners.

English Language Proficiency Assessment for California (ELPAC)

State and federal law require that local educational agencies administer a state test of English language proficiency (ELP) to eligible students in kindergarten through grade twelve.

The ELPAC is aligned with the 2012 California English Language Development Standards. It is comprised of two separate ELP assessments: one for the initial identification of students as English learners (ELs), and a second for the annual summative assessment to measure a student’s progress in learning English and to identify the student's level of ELP.  The ELPAC will test for listening, speaking, reading and writing.  More information about these four domains are provided here.  The ELPAC Overview video for parents can be found here.  Video en español de reseña de las ELPAC

Students who are enrolling in the state of California for the very first time and have a home language other than English will be administered the ELPAC Initial Assessment.

A video providing information about the Initial ELPAC including its purpose, an explanation of who takes the test, and a description of how families will be notified of their child's results can be found here.  Video en español de reseña de las ELPAC.

All Sylvan District English Learners will be administered the ELPAC Summative Assessment between February 1, 2019 and May 24, 2019.   A video explaining the Summative Assessment ELPAC Student Score Report can be found here.  Video del informe de puntaje ELPAC sumativo: Español
